Replace isspace() -> TclIsSpaceProc() _everywhere_.
Change TclIsSpaceProc() and TclIsBareWord so it works with both signed and unsigned characters. Actually, this is not a signature change, as "char" arguments are enlarged to "int" by the C-compiler anyway.
