* win/tclWinTime.c: Added code to set an exit handler that
terminates the thread that calibrates the performance counter, so that the thread won't outlive unloading the Tcl DLL. [Tcl bug 620735]. FossilOrigin-Name: b7618dfc58fdac64fdbde9fcda8a5d903ff3cf36
