* win/Makefile.in: Subst DEPARG directly instead
of relying on a variable. This will make Cygwin build faster since an extra exec will be avoided. * win/configure: Regen. * win/configure.in: Subst DEPARG. * win/tcl.m4: Update from Tcl.
